Garowe, – Former Puntland Finance Minister Hassan Shire Abgaal, a vocal critic of President Said Abdullahi Deni, is set to arrive in Garowe on Thursday to begin a series of political consultations opposing the current administration.
Shire, remembered for ensuring that government employees and security forces were regularly paid during his tenure, was dismissed by Deni on September 23, 2022. His removal came despite relative fiscal stability under his watch, when Puntland saw no major salary delays or army mutinies.
The former minister later contested the presidency in Puntland’s January 2024 elections, but lost to Deni amid allegations that the incumbent handpicked parliamentary seats through clan elders’ endorsements — a process widely criticized by opposition candidates.
Shire’s return to Garowe comes at a time of growing discontent in Puntland. Civil servants and soldiers have repeatedly staged protests over unpaid salaries, a sharp contrast to the stability Shire cites as a hallmark of his leadership at the finance ministry.
The planned meetings are expected to draw in opposition figures and clan leaders frustrated with Deni’s administration, potentially intensifying pressure on the Puntland president as his government faces mounting criticism over governance and economic management.
Puntland’s political climate has been volatile since the disputed 2024 elections, with Deni consolidating power while opposition leaders accuse him of undermining democratic norms. The region, long viewed as relatively stable compared to other parts of Somalia, has in recent months faced strikes, salary arrears, and rising political tension.
Hassan Shire’s political re-entry in Garowe could re-energize Puntland’s fragmented opposition and reopen debates over President Deni’s leadership style and legitimacy. Whether his return sparks a broader anti-Deni coalition or remains a symbolic challenge will be closely watched in the coming weeks.
